US climate envoy John Kerry laid out the guiding principles for a carbon offset plan aimed at helping developing nations accelerate the energy transition, underscoring that the initiative is meant to be transitional rather than a permanent oxture. Speaking to the Atlantic Council Global Energy Forum in Abu Dhabi on Saturday, Kerry sought to distinguish the Energy Transition Accelerator (ETA) program from other offset frameworks, which factor heavily in many oil companies’ transition strategies but have been rife with accounting problems.
