China will not issue more export quotas for oil products this year, and independent refiners in Shandong are unlikely to receive their hoped-for supplementary batch of crude import rights. Beijing will not issue a fourth batch of transport fuel export quotas, say officials who participated in a 27 September meeting between state-controlled refiners and country's economic planning department National Development and Reform Commission (NDRC). The NDRC called the meeting to discuss the international crude and oil products market, and oil firms hoped it would approve the issuance of a further 4-5mn t (30- 40mn bl) of export rights.
