Presidential Executive Order 13905 (Strengthening National Resilience Through Responsible Use of Positioning, Navigation, and Timing Services) acknowledges the growing critical infrastructure and commercial dependence on GPS/GNSS-based PNT. It recognizes that PNT disruption or manipulation can adversely affect national and economic security. The order also provides direction to strengthen national resilience and foster responsible use of PNT services and develop new robust and secure PNT services. During this November 4 webinar, the panelists discussed measuring the performance of PNT devices in environments where traditional satellite signals are challenged. The speakers focused on the need to implement resilient time and frequency services, measuring PNT performance in challenged environments, and exploiting terrestrial and extraterrestrial signals of opportunity for resilient and accurate navigation of highly automated vehicles.
