The new chairman of Libyan state-owned oil company NOC, Farhat ben Gudara, has argued that his contested appointment has not changed the frm’s legal status or its connection to the Tripoli-based Government of National Unity (GNU). “The GNU’s decision to appoint me as NOC chairman does not represent any change in the legal position of the NOC or in its relationship with the govern- ment,” ben Gudara says. “It is simply a response to a requirement to improve NOC governance and management, and to increase output to support Libya’s economic and social development.”
