SINCE THE UNWELCOME wake-up call to international terrorism in 2001, the US's security forces have busily refocused their efforts towards homeland protection. The government's immediate response was to form the Office of Homeland Security, which marked a step towards a fully fledged Department of Homeland Security, expected to be inaugurated this month. The new department will bring together the functions of the Secret Service, Coast Guard, Customs Service, Immigration and Naturalization Service and other security-related agencies.
