In this paper, the use of optimal Karhunen- Loeve(KL)transform forquantization of speech spectrum Frequency(LSF)coefficients isstudied. Both scalar quantizer (SQ)and vector quantizer(VQ)schemesare developed to en- code efficiently the transform parameters afteroperating one or two-dimensional KL transform. Furthermore, the SQschemes are also combined with entropy coding by using Huffman varia-able length coding (VLC). The basic idea in developing these schemesis utilizing the strong correlation of LSF parameters to reduce thebit rate for a given level of fidelity.
