The Federal Energy Regulatory Commission's new policy statement on consultation with Indian tribes is a good example of how a government-to-government relationship can be successfully implemented by a federal agency. Throughout the U.S., there is a growing recognition of the need to consult with Indian tribes on a wide range of activities. Many federal statutes and executive orders specifically require federal agencies to consult with tribes. In 2003, the Federal Energy Regulatory Commission (FERC) issued a tribal consultation policy containing specific provisions for hydroelectric project licensing.
