The first Tutors went to the RAF College Cranwell, the Central Flying School at Upavon and its 'C Flight at Gosport, and later Nos 2, 3, 5 and 11 Flying Training Schools, No 23 Elementary and Reserve Flying Training School at Rochester, and the School of Air Pilotage at Andover. Tutors were used by the University Air Squadrons of London, Oxford and Cambridge, later also being issued to Auxiliary Air Force squadrons, along with Hawker Harts. Overseas, the type was flown pre-war by No 4 Flying Training School at Abu Sueir, Egypt and four were on the strength of the Hong Kong Volunteer Air Force at Kai Talc. By February 1935 the RAF had 114 Tutors in service in the UK, nine in Egypt and one at Hal Far, Malta, with reserves of 150,14 and one respectively. It was also operated by a number of second-line and training units, such as Northolt's No 24 Squadron, which briefly used Tutors among many other types for communications tasks between November 1931 and October 1932.
