An adequate supply of pure and wholesome water, together witheffective main drainage and treatment of wastewater, before returningit to the aquatic environment, are arguably the most beneficialpublic health measures which can be taken by a community. Whenproperly managed, their success derives form breaking cycles oftransmissible disease. History has repeatedly shown that good processengineering - even at the simplet level - must be accompanied byeffective managemnet and responsibiltiy at all levels, in order toprotect public health. Conversely, even seemingly minor breakdowns invigilance and the managerial chain, can result in sudden outbreaks ofdisease.
