The Iraqi government’s decision to adopt new rules for calculating its share of oil exports from the semi-autonomous region of Kurdistan comes at a difcult time for relations between Baghdad and Erbil. But a backdrop of higher oil prices giving a lift to the entire Iraqi economy could help to ease some tensions as the country tries to resolve the political deadlock created by last October’s incon- clusive federal elections.
