The Indian government is pioneering its 'Make in India' initiative, which has played a big part in the country's defence procurement in recent years. As a direct government-to-government sale, the F/A-18E/F selection would come under the US government's Foreign Military Sales (FMS) process, meaning that the jets would be manufactured in the US before being flown out to India. Boeing has also not partnered with Indian defence/aerospace firms to offer the F/A-18E/F. Despite this, India does play a role in the global Super Hornet supply chain, as Garcia explained: "We're actually building some parts for the worldwide Super Hornet fleet in India already. Things like the gun bay door, wiring harnesses and some other little things like that... We would look to further increase that scope should the Indian Navy select the Super Hornet. We can definitely look to put other things out here 'in-country', like the nose barrel and the outer-wing; those things can be manufactured here."
