France: lowering the entry barriers for very high speed broadband

Extract from a speech by Paul Champsaur, Chairman of ARCEP, France's Electronic Communications and Postal Regulator. This speech (here shortened to his remarks about very high speed broadband) was delivered in November. Revised regulation, combined with the constructive attitude of the regulated incumbent, France Telecom, and of all of the market's players, have contributed to broadband's remarkable success in France and the very dynamic and innovative nature of the retail market.
