Citgo plans to make "significant changes" to its marketing programs this year, Oil Express learns, and not all of them are likely to find favor with the company's marketers. Among the changes is another cut in the discount offered on sales of the Citgo cash card. The company had sold the cards to marketers at a 2% discount, but that giveback will drop to 1% as of Feb. 1, say marketing officials in a memo to jobbers. Citgo introduced the cash card in 1998, offering a then-3% discount to "incentify" retailers into promoting the card, it says.
