Transparency is a quality more praised than observed in the oil industry. The IEA's release of 60mn bl of emergency stocks has been a very open process, by and large. But the move was only meant as a stopgap before higher output from key producers could reach the market and bridge a looming projected supply gap in the second half of this year. Getting a clear picture of what producers are doing and intend to do has been like herding cats.
