IMO changes energy efficiency plan dates

Ships will not be required to carry a ship energy efficiency plan (SEEMP) on board from 1 January 2013. The MEPC decided that this should wait until after survey and certification for the international energy efficiency certificate (IEEC). This can happen up to the first survey after 1 January 2013. The decision came after the Marshall Islands raised concerns about the timing of the SEEMP requirement and put two options to the committee. Option 1 won narrowly by two votes, one of which was from the Marshall Islands, whose vote came last.
