The EU has been less richly blessed with fossil resources than most other parts of the world, and as a result must import a large proportion of its energy. According to a report presented to the European Council by the European Commission in late June, the bloc is home to just 0.4 of the world's proven oil reserves, 0.9 of global gas reserves, and 6.5 of coal reserves. Production from these resources, moreover, is in decline. Even accounting for increases in renewable energy production, the EU's energy production decreased by nearly 20 over 1995-2012. Petroleum output fell by 56 over that period, while solid fuel production (coal, lignite, peat) fell by 40 and natural gas output by 30.
