A new memo from Attorney General Jeff Sessions directing the Department of Justice (DOJ) to no longer regulate through guidance documents may not have a direct impact on DOJ's enforcement of FDA's food regulations, but it does reflect the Trump administration's negative view of guidance documents as part of its overall regulatory reform agenda, attorneys say. The Nov. 16 memo states that DOJ may no longer issue guidance documents that "purport to create rights or obligations binding on persons or entities outside the Executive Branch," DOJ said in a Nov. 17 press statement.
