A Liverpool building firm has been ordered to pay fines and costs totalling almost £170,000 after a subcontracted roofer was paralysed in a fall from a ladder. The incident occurred on 21 January 2011. Walton-based W Carroll & Sons was using about 20 subcontractors to replace the roofs on 350 properties in Southport and Maghull, Merseyside. One of the contractors, Michael Riley, had been asked to remove bags of cement sheets from the roof of a house in Southport, but had not been able to use the chute that fed general rubble into a skip because the sheets contained asbestos and needed to be disposed of separately. This meant he had to hold each bag on his shoulder, with only one hand on the ladder. The situation was exacerbated by the fact that he had to hold the bulky 10kg bags upright because they could not be tied.
