Transport segregation failure ends in death

A waste management company that failed to organise its site so that pedestrians and vehicles could circulate safely has been ordered to pay ￡265,000 in fines and costs after a JCB loading shovel struck and killed an employee. The incident occurred in a manoeuvring yard (the "apron") at the Waterdale Waste Transfer Station in Watford, Hertfordshire. The station, which is operated by FCC Waste Services (UK), receives household waste and materials for recycling brought in by refuse collection vehicles. The HSE's investigating inspector, Roxanne Barker, told HSB that the vehicles would travel across the "apron" and reverse into one of 10 tipping bays in a large warehouse (the "tipping hall"). Outside the tipping hall, there were two recycling bays for plastic. FCC employees operated two loading shovels in the area. One travelled backwards and forwards, putting the recyclable plastic waste into bins; the other mainly operated in and out of the tipping hall to clear the different bays, collecting landfill waste to transfer it to hoppers.
