Local authorities have a number of responsibilities around highways, including transport policy and strategies, highway maintenance and public transport. Within this, they have a statutory duty for carrying out road safety activity, which includes traffic collision prevention and investigation.The statutory duties around road safety are set out in section 39 of the 1988 Road Traffic Act. These are interpreted Locally to include engineering, education, training and publicity work. We also work in partnership with agencies like the police for enforcement, and local groups to promote road safety messages. Traffic management is a large part of what we do - for example, speed limits and waiting restrictions - local authorities use a combination of these to set their own local policies and agendas to fit the needs of their area.
