Waltham Forest rejects LoHAC 2

The second iteration of Transport of London's pan-capital highways framework has been dealt a blow before it even starts with Waltham Forest council eschewing the deal and looking to recruit a highways contractor independently.The new London Highway Maintenance and Projects Frameworks starts in April and is predicted to see spending of ￡1.4bn. It will replace the old London Highways Alliance Contract (LoHAC), which was hit by underspending and rejected by some of the capital's boroughs.Waltham Forest is included in the Northern area of the new capital-wide agreement, which should have seen the work picked up by a joint venture between Kier and Tarmac. Instead, the council is advertising its own ￡80m highways and lighting term maintenance contract.
