From buzz to reality

In the October 2002 issue of Highways ('Best Value Solution') we read that "local authorities now have a legal duty to seek Best Value, and are required to ensure sustainable management of their services and assets in the longer term. Best Value also requires that works must be organised in the most efficient way with explicit consideration of both quality and costs and the need to minimise disruption to both the road user and the community." This is a trend in all market sectors where costs must be reduced, productivity has to be raised, and expectations are consistently high. To provide increasing Best Value, service providers must offer more complementary services and products to the customer base.
