National Joint Utilities Group, Chief Executive Officer, Les Guest argues that penalties for streetworks are excessive and unfairly targeted. Moving through 2010 towards a general election, street works continues to find itself at the forefront of the political agenda. I wrote in Highways Magazine at the end of 2009 that since the launch of the Traffic Management Act in 2004, Government felt the significant improvements they had sought from industry had not been achieved and as a result, further measures were being considered. Both local and national Government are now progressing these additional measures. On 1st March, we saw the Government release for consultation proposed amendments to the street works inspections regime which NJUG (in its capacity as the utility-arm of the Highway Authorities and Utilities Committee) and its members have played an integral part in developing.
