Driving the efficiency programme

Our new columnist Matthew Lugg highlights how the Highways Maintenance Efficiency Programme is helping the industry. With local highway authorities (LHAs) again having to balance their books and make difficult choices against the continuing backcloth of reducing budgets for highway maintenance the need for help to reduce costs could not be greater. The HMEP is predicated on providing practical help to drive down costs. However, in order to embrace the benefits of HMEP LHAs must be prepared to make more radical changes in the way they operate highway maintenance services.
