Roads continue to remain the most heavily used route of transport for people and businesses in England and are a crucial part of the nation's transport network. With the road network becoming increasingly congested, the pressure continues to mount for local councils to develop an effective, long-term road maintenance strategy. In December 2014, Transport Secretary Patrick McLoughlin announced a ￡6 billion fund to help tackle potholes and improve local roads between 2015 and 2021. Fundamental to this investment was the desire for local councils to move away from short term fixes in order to create a durable transport network fit for the 21st century.
