The AGM-158 JASSM (Joint Air-to-Surface Standoff Missile) is a low-observable, long-range, air-to-surface missile. It is a follow-on program to the AGM-137 TSSAM that was canceled in 1994 due to high costs. Lockheed Martin was selected for the engineering-manufacturing, development phase on 9 April 1998. The first missile was completed in April 2000. The Air Force is planning to procure 3,816 missiles at a cost of $2.1 billion, but in late 2003 began discussions, about increasing this objective to 4,900. The Navy has resisted participation in the program, favoring its own SLAM-ER instead. However, the Navy provided modest funding in FY05 for study of carrier-basing and naval-specific data-link issues, but again in 2005 rejected further participation in the program.
