Back-loading proposal passes critical hurdle

The European Parliament’s environment committee on 19 February approved amendments to the EU emissions trading scheme (ETS) directive, granting the European Commission the legal authority to back-load 900mn EU ETS allowances, thereby passing a critical hurdle to the measure’s final approval. But although members of European Parliament (MEPs) supported the amendment by an overwhelming majority, the committee delayed a decision on whether to immediately begin “fast-track” negotiations with member states before going to a plenary vote.
