Regional competition is a common concept in the naval world, where the threat of superior fire power from neighbouring countries accelerates the business case for investment in a nation's own war fleet. In Europe, naval capacity has somewhat plateaued, with the focus less on expansion of capacity and more towards replenishment of ageing resources-although these present some high-value contracts (see box).
