Certainties in an uncertain ballast world

It has been a long slog but IMO's ballast water management regulations are within a whisker of being ratified. Recently IMO secretary-general Koji Sekimizu made an unprecedented plea to Panama to add its support and thus bring aboutthe regulation's entry into force.To date the flag state hasn't heeded Sekimizu's entreaty.
