Ukrainian steelmakers kept raising flat production in Q4, which is untypical for an off-season. Owing to increasing demand overseas and growing shipments to pipe plants, producers have managed to step up output by 13% q-o-q. As a result, flat-rolling facilities were operating at 69% of their full capacity, (at 60% in Q3).
