Texas Gov. Greg Abbott(R)startled the market last week by ordering that in-state buyers be given first shot at state-sourced gas through the weekend,potentially nullifying an untold number of firm supply contracts to non-Texas customers. But some legal experts doubt that Abbott has the authority to take this unprecedented step,or that the Railroad Commission(RRC)of Texas has the power to enforce it. And it appeared the industry was ignoring the directive anyway.
