GAS PIPELINE RATES, TARIFFS: Empire District Electric Protests Southern Star’s Request for OFO Penalties Waiver

Empire District Electric Co. (Empire) filed a protest March 18, of Southern Star Central Gas Pipeline, Inc.’s (Southern Star) (RP21-618) request for an operational flow order (OFO) penalties waiver, saying the Commission should deny Southern Star’s waiver request, which seeks waiver of all OFO penalties incurred by shippers and point operators during the extreme weather conditions on Feb. 11, 2021 through Feb. 19, 2021.
