Brazil risks infl icting “incalculable damage” on its domestic oil industry by delaying a vote on a bill that would open a massive pre-salt region to investors other than state-controlled Petrobras, Rio de Janeiro industry association Firjan says. Brazil’s lower house approved a bill in July that would allow Petrobras to directly sell stakes of up to 70pc in assets containing 5bn bl of oil equivalent (boe) of recoverable reserves in the Santos basin transfer-of-rights (TOR) region. It would also allow the government to sell excess reserves estimated at 15bn boe.
