Section 8(a)(1) of TSCA provides the US EPA with the authority to promulgate rules requiring chemical processors and manufacturers to keep and submit records to the agency. The purpose of such rules is to allow the EPA to assess the environmental and potential human health effects of reportable chemicals. The chemical data reporting (CDR) rule, under TSCA’s Section 8(a) mandate, requires manufacturers and importers to report certain chemical production, manufacturing, processing and use information to the EPA every four years.
