Austin, Texas—Trinidad and Tobago’s stateowned oil company Petrotrin is struggling to finish its costly, long-delayed gasoline optimization project early this year, after failing to complete work last year as planned, according to Petrotrin and trade union sources. The delay is the latest setback in a series of recent difficulties that have negatively impacted Petrotrin, including labor unrest, declining oil production, and the collapse of a costly gas-to-liquids plant and the resulting legal dispute with the company’s former New York-based partner, World GTL.
