Singapore-China is cracking down on low- quality gasoline and gasoil in an effort to con- tain pollution, but the fact that the crackdown will only be carried out until June would have limit the impact on oil blenders-a key source of off-spec fuels in the country. Oil blenders operate out of small work- shops with a few oil tanks and a circulating pump, according to an industry source. They are located in the eastern Shandong and southern Guangdong provinces, also home to the teapot refineries, several petrochemical plants and oil storage facilities.
