The prospects of a pickup in the European economy, and with it the region's steel industry, depends on the EU's governments delivering on promises to implement reform packages to restore growth, according to the trading bloc's steel association Eurofer. “The current period of economic slump in the EU is characterised by low levels of confidence across all sectors of the economy which, together with financing restrictions, fuel risk aversion and paralyse domestic demand.
