Immigration reform, traditionally the province of the federal government, remains a "hot-button" issue in many state legislatures. Data from the National Conference of State Legislatures (NCSL) show that 1,538 immigration-related bills and resolutions were introduced in the first quarter of this year in the legislatures of the 50 states and Puerto Rico. This number of legislative initiatives is an increase over the same period in 2010.
