Planned maintenance was underway during the week end- ing 27 January at Shell’s 340,000 b/d joint venture refinery in Deer Park, Texas. The refinery had also reported emissions from a coking unit at the facility on 17 January. The refiner started up a process unit on 18 January at the Deer Park re- finery. The start-up increased faring, according to a fling to a community alert system fled on 18 January. The refiner had also reported a propane release at the Deer Park facility on 18 January because of cold weather, according to a company fling with the Texas Commission on Environmental Quality (TCEQ). The relief valve on a propane tank leaked, allowing an estimated 60,000 lbs of propane to be released. Opera- tions reduced pressure and fow to the vessel to stop the release, which lasted approximately four hours. Shell operates the refinery in a joint venture with Mexican state-owned oil company Pemex.
