The potential enforcement of an 80pc cap on the use of coal-fired plants could have a limited impact during the trial period in the fourth quarter. This is because the use of South Korean coal-fired capacity averaged only 75pc through the fourth quarter of 2017, according to data published by state-controlled utility and grid operator Korea Electric Power (Kepco). But policy could have the greatest impact on coal burn during the peak winter-demand period in the first quarter of 2019, as the use of coal-fired capacity averaged 87pc in January-March 2017 and 88pc in January-March 2016.
