Arthur Kellermann, MD, MPH, a senior researcher with the Rand Corporation in Santa Monica, Calif, defined emergency care research as that which "focuses on the discovery and application of time-critical diagnostics, decision making, and treatments that save lives, prevent or reduce disability, and restore human health" (Kellermann AL. Ann EmergMed. 2010; 56[5]:568-570). Kellermann, who has worked with the NIH for several years to bring more attention to emergency care research, called the formation of the OECR a historic development that will help counter the prevailing environment at the NIH.
