The NHS failed to spend over -￡1.6bn of funding made available to it by Parliament in 2007-08.The value of the surplus, which represents nearly 2 per cent of total available resources and equates to about one week's funding for the whole NHS, was particularly affected by the decrease in the cost of generic medicines, which contributed an unforeseen increase in surplus of ￡200m.
