An unacceptabiy high disease burden continues to impede economic growth and causes immense suffering among poor people in developing countries. Yet today, far less than 1% of total development assistance for health is invested in research to learn which programmes work and-which do not. Over the past decade, governmental and philanthropic donors have rallied to address product development, procurement, and other gaps in health systems, but all too often essential links between research, policy, and action have been neglected
