New York—Like California, the state of Oregon in the US Northwest is developing a lowcarbon fuel standard aimed at cutting greenhouse gas emissions. Unlike California, Oregon has no petroleum refineries and would primarily target fuel “importers,” raising the question of who would fall into that category. For this and other reasons, the Oregon Clean Fuels Program is drawing fire from industry, with the Western States Petroleum Association and others working to derail the regulation or soften its blow.
