Kuala Lumpur-Vietnam's first 6.5 million mt/year (130,000 b/d) Dung Quat refinery, which restarted October 1 after nearly one and a half months of outage that interrupted its commissioning process, is now at 60% of capacity, but facing teething troubles, an official at state-run PetroVietnam said October 15. The refinery needs some additional work, because the specifications of the indigenous Bach Ho crude that it refines and the products slate have changed since the Dung Quat project was conceived more than 10 years ago, Phan Minh Quoc Binh, director of PetroViet-nam's research and development center for petroleum processing, said on the sidelines of a downstream conference in Kuala Lumpur.
