Washington-Fundamentals,not speculation,are the primary driver of surging oil prices,the US Energy Information Administration said November 6,contradicting,in part,the message of US Energy Secretary Samuel Bodman,who last month blamed sharp price increases on oil traders,not oil suppliers.
