Like volcanoes that occasionally erupt to threaten locals and disrupt the lives of many further a field, international trade barriers intermittently alarm those whose business they impede. The fact that millions of tonnes of scrap are shipped around the globe annually suggests there is little to inhibit its trade, but the very scale of those shipments worry some industries that have use for them in their countries of origin. Barriers that are put in place by some recipient nations to the export of their own raw materials create a feeling of injustice.
