Turkmenistan has turned up the heat in a border dispute with neighboring Azerbaijan by insisting that two Azeri regions - one of which includes the capital Baku - should be left out of deliberations to demarcate the Caspian Sea. The Turkmens, who lay claim to part of the Azeri-Chirag-Guneshli (ACG) oil field operated by BP, recently said they would seek international arbitration to resolve the matter.
