Issues of streamlining the property relations between the owner of mineral resources (the state) and mineral resource users are important today for the Russian mineral resource use. The valuation of mineral lands is a universal economic instrument playing a vital role in securing the property interests of mineral resource use entities. Domestic valuation procedures should be developed taking into consideration the positive experience of leading foreign mining countries with the traditional market economic structure (the USA, Canada, Australia, the South African Republic, and others). The valuation of mineral lands is considered abroad as a specific line of the valuation activity characterized by a high level of the normative-methodical support and regulation. The peculiarity of the valuation of mineral resources in every individual country is determined by the development of relations concerning the ownership of mineral resources and particular features of property relations emerging from the geological study, mineral resources development and protection; the functions and role of the valuation of mineral resources in the national system of the mineral resource use; the purpose of the valuation; peculiarities of the mineral resources market and the valuation subject.
