On a means of development of agricultural areas in mountains predominated by rice culture

Most farms in mountainous regions are small due to geographical and topographical limits, and it is difficult to make a living only by culturing paddy rice. Although non-agricultural employment can be provided in such villages, the available jobs are usually very few, consisting mainly of either limited posts in public organizations, such as village governments and agricultural cooperatives, or day work in construction. Moreover, today's economic recession has diminished the chances for attracting industries that use female labor, such as garment and electrical products factories, which were traditional industries in mountainous regions.
